AI chatbots are proving to be “unreliable and clearly biased” when offering voting advice, the Netherlands’ data watchdog has reported, issuing warnings about a possible risk to democracy just eight days before national elections.
Testing Reveals Repeated Partiality in AI Suggestions
The four chatbots evaluated by the AP “frequently recommend identical two parties”, irrespective of the user’s question or command, the regulator explained in a analysis published ahead of the late October vote.
For over 50% of instances, the AI recommended either the right-wing PVV of the politician Geert Wilders or the progressive GroenLinks-PvdA led by the former European Commission vice-president Frans Timmermans.
Some parties, such as the moderate CDA, “are almost never mentioned”, even when the voter’s query precisely aligns with the positions of these political entities, the report pointed out.
Authority Figure Cautions Against Relying on AI Assistants for Election Advice
The vice-chair of the AP, the official Monique Verdier, stated that while chatbots may seem like clever tools, “as a voting aid, they consistently fail”. Citizens were being steered toward a party that might not correspond to their ideological beliefs, she emphasized.
“This directly impacts a cornerstone of democracy: the integrity of free and fair elections,” said Verdier. “We thus caution against employing AI assistants for election recommendations, as their functioning is opaque and difficult to verify.”
Voting Background and Party Dynamics
Netherlands citizens vote on 29 October in an electoral contest that will be closely watched around Europe for the showing of the PVV.
The far-right party of Geert Wilders is ahead in surveys but the lead over the left-wing and centre-right parties seems to be closing, with many voters yet to make up their minds.
All major parties have ruled out an alliance with the PVV, meaning the party that comes second is most likely to provide the next prime minister.
Unintentional Bias Linked to Chatbot Functioning
The authority stressed that the AI systems were not intentionally prejudiced, and that their “noted flaws” are a consequence of the way AI chatbots operate.
